Permits for floating solar in Sweden

A floating or pile-free solar installation in Sweden is governed primarily by the Environmental Code (Miljöbalken), the Electricity Act (Ellagen) and municipal processes. A traditional building permit (bygglov) is usually not required, but a notification or a full permit review under Chapter 11 of the Environmental Code (water activities) may apply depending on the site and installation. Common steps in the permitting process

Exact requirements vary with the site, pond size and installed capacity. The checklist below describes the most common checkpoints we review before an installation in Sweden.

    Notification to the County Administrative Board

    Floating solar on a pond, reservoir or lake is classified as "water activity" (vattenverksamhet). For smaller installations, a notification (anmälan) to the County Administrative Board (Länsstyrelsen) under Chapter 11, Section 9a of the Environmental Code is normally sufficient. The county decides whether the activity is accepted as notified or whether a full permit review is required.

    For larger or more complex installations, a full permit under Chapter 11 of the Environmental Code is required and is reviewed by the Land and Environment Court (Mark- och miljödomstolen). The review covers impact on water, bottom sediment, biodiversity and any protective liner. Sunsurf Solar's FlexibleMooringSystem™ is designed to minimise bottom impact.

    Landowner consent

    Written consent from the landowner and pond owner is required before installation. For PPA customers, where Sunsurf Solar owns the installation, a usage-rights agreement (nyttjanderättsavtal) is typically signed for the contract term (10–25 years).

    Connection to the electricity grid

    Any connection to the public electricity grid must be approved by the local grid operator (elnätsägare) under the Electricity Act. The installation is built and documented according to Swedish standards, and pre- and completion notifications (Föranmälan / Färdiganmälan) are sent to the grid operator before commissioning.

    Consultation (samråd)

    For installations that may affect public or private interests, a consultation (samråd) is conducted with affected parties — typically the County Administrative Board, the municipality, neighbours, fishing-rights holders and, where relevant, the Swedish Environmental Protection Agency (Naturvårdsverket). Consultation is a statutory part of the environmental review.

    Building permit (usually not required)

    A building permit (bygglov) under the Planning and Building Act is usually not required for floating solar, because the installation is not built on land and is not normally classed as a building. Requirements can vary between municipalities — we always check with the local building committee before installation.

    Shoreline protection (strandskydd)

    If the installation affects a shoreline protection zone (100 metres from the shoreline, sometimes extended to 300 metres) a dispensation from the County Administrative Board is required. Most installations on leachate ponds and irrigation ponds are already within industrial areas where shoreline protection does not apply.

    Natura 2000 and protected areas

    If the installation lies in or near a Natura 2000 area, a permit under Chapter 7 of the Environmental Code is required. Most Sunsurf projects are sited on industrial ponds outside protected areas, but protected areas are always checked in the initial site analysis.

Within a PPA (Power as a Service) agreement, Sunsurf Solar handles the complete permitting process — notification to the County Administrative Board, consultation with authorities, grid-operator notifications, landowner consent and contact with the municipality. The customer does not need to drive the application flow or pay for consultants. This is one of the reasons the PPA model often suits businesses that want to reduce the complexity of a solar project.
